The Korea Professional Football Federation (President Kwon Oh-gap) held the first board of directors and regular general meetings in 2025 at the Korea Football Center in Jongno-gu, Seoul on the 13th and voted on agendas such as ▲ approval of Hwaseong FC, ▲ 2024 business settlement and 2025 budget approval, ▲ reporting the election of the president and selection of new executives, and ▲ revision of various player regulations.
■ Approved to join Hwaseong FC
Hwaseong's K-League membership has been finally approved. Hwaseong applied for membership to the federation in October last year and secured the first approval from the federation's board of directors in November last year. With Hwaseong's membership approved, a total of 14 teams will play 39 games each in the K-League 2.
■ 2024 business settlement and 2025 budget approval
It approved the 2024 business settlement (income approximately 45.36 billion won, expenditure approximately 43.44784 billion won), and the 2025 Federation's business plan budget (approximately 50.15 billion won). Details of the 2024 business settlement will be disclosed later on the federation's website.
■ Report on the election of the president and the election of new executives
Kwon Oh-gap, the current president, has been elected as the 13th president-elect. The Federation's Election Commission registered candidates for the presidential election from the 24th to the 30th of last month, and Kwon Oh-gap registered as the sole candidate. The Presidential Election Commission decided Kwon Oh-gap as the elected president after examining the reasons for disqualification according to the Federation's articles of association. Kwon Oh-gap will take office as the 13th president through this regular general meeting and start a new term.
Kim Ho-yeol, acting chairman of the technical committee, has been appointed as the new technical chairman, with Vice President Han Woong-soo, Secretary-General Cho Yeon-sang, and auditor Kim Cheon-soo serving consecutive terms. Kim Ho-young, chairman of the technical committee, has been a member of the Federation's technical committee since 2022, and has been acting chairman of the technical committee since September last year.
In addition, Noh Dong-il, CEO of Gwangju FC, Ji Hyun-chul, CEO of Gyeongnam FC, and Jeon Do-soo, former CEO of Incheon United, were appointed as new directors.
■ Revision of various player regulations
The maximum number of players a club can hire or send players on loan has been expanded from five to six, respectively, in accordance with FIFA regulations. The number of players hired or sent from the same club on loan has also been expanded from one to three, respectively. The maximum lease period is one year.
